Joseph Culverwell
Joseph Culverwell is the founder and Chief Executive Officer of Testudo Technology Solutions, where he leads the development of Infrastructure Intelligence-as-a-Service (IIaaS) for utilities, government agencies, and critical infrastructure operators. A U.S. military veteran with a degree in Homeland Security, Joe brings a mission-driven approach to modern infrastructure protection, shaped by his background in operational security and resilience.
Before founding Testudo, Joseph worked across defense and infrastructure security, gaining firsthand experience with the vulnerabilities created by aging systems, siloed data, and slow inspection cycles. This perspective inspired him to build Testudo as the first company to integrate autonomous inspections, AI-powered analytics, and cyber-secure data management into a unified intelligence pipeline.
Under his leadership, Testudo is redefining how organizations monitor and protect essential infrastructure—delivering actionable insights that reduce downtime, cut costs, and strengthen national resilience.
Cooper Treloar
Cooper Treloar is the co-founder and chief operating officer of Testudo Technology Solutions. With a degree in criminal justice and seven years of experience as a military and threat analyst, he brings a distinctive blend of operational expertise and strategic insight to the company’s leadership.
During his tenure in the intelligence field, Cooper specialized in assessing threats from foreign adversaries and competitive challenges, gaining a deep understanding of the evolving security landscape and the need for innovative, proactive solutions.
At Testudo, he applies this expertise to develop advanced solutions that combine cutting-edge technology, AI-assisted analytics, essential data management, and secure infrastructure systems for government and enterprise clients. His leadership ensures that Testudo remains at the forefront of critical infrastructure protection.
